After changing 3 digitizers and getting the same problem everytime im just happen to close out that ticket and move on.. This part can be used to fix a broken iPad Mini 3 front panel glass! The adhesive along this section is very thick, and a fair amount of force may be required. Work carefully and slowly, making sure to not slip and damage yourself or your iPad. Continue releasing the adhesive all the way along the bottom edge of the iPad. If the adhesive has cooled too much along the bottom edge, reheat the iOpener to warm the adhesive where you are working.

If the opening pick gets stuck in the adhesive, "roll" the pick along the side of the iPad, continuing to release the adhesive. It may be necessary to move the heated iOpener back onto the right edge of the iPad as you release the adhesive. This depends on how long the iPad has been able to cool while you were working on it.
If reusing the front panel assembly during reassembly, you will need to replace your display adhesive. Use our display adhesive application guide to reapply your display adhesive and reseal your device. If you encounter a significant amount of resistance, stop twisting.

If the adhesive is warm enough, remove the iOpener from the iPad for convenience. However, if the adhesive is still quite sticky, re-heat the iOpener and lay it on the left edge while you work. Slide the opening pick along the top edge of the iPad, pulling it out slightly to go around the front-facing camera bracket. Reheat the iOpener in the microwave and set it on the left edge of the iPad to start warming the adhesive in that section. You will have to release the adhesive securing the antenna to the front panel without damaging the delicate parts attaching the antenna to the bottom of the iPad. The Wi-Fi antenna is attached to the bottom right edge of the rear case of the iPad via screws and a cable.

At the top of the iPad opposite the home button, you should have a pick lodged into each corner. Twist the picks to lift the glass slightly, separating the last of the adhesive along all four edges. Take your time and ensure the adhesive is hot and soft, and that you've been through all of the adhesive with an opening pick.
Most likely, everything will be fine, but try to avoid this as it may deposit adhesive on the front of the LCD that is difficult to clean off. Let it rest for a few minutes to reheat the left edge of the iPad. Handling it by the tab, place the heated iOpener on the side of the iPad to the left of the home button assembly. During reassembly use a microfiber cloth and compressed air to clean any dust or fingerprints off the LCD before reinstalling the glass. Be careful of any adhesive that may still be attached, and use an opening pick to cut any adhesive that may still be holding the front panel down. Using one of the opening picks, pry up the bottom right corner of the iPad and grab it with your fingers.

If necessary, peel back the piece of tape that secures the digitizer ribbon cable to the logic board. Using a plastic opening tool or a spudger, lift the right edge of the LCD out of the iPad. Using the opening pick that is still underneath the bottom edge of the iPad, release the adhesive along the bottom left corner. On iPad 4 models, insert the pick to a maximum depth of 1/2 inch in this area, to avoid damaging the home button ribbon cable.

I would say its a defective home flex cable if it would not work outside of the case. I managed to fix iPad Mini Home button not work problem from it's instructions! Just as first answer said,you should transfer the tapes to the new digitizer. I noticed by compairing the defective and the new part that the housing of the home Button of the replacement part is a bit thicker than the original one. If something breaks, we'll replace it—for as long as you own the iFixit tool. Use the flat end of a spudger to pry the LCD shield plate up and out of the iPad. Slide the tip of a spudger between the LCD and the adhesive tabs to free the display. Gently pull the LCD away from the speakers to separate the tape, being careful not to pull on the digitizer cable. Use a thin, flexible card or plastic money note to cut through the adhesive starting from the top. Be very careful not to get the spudger under the shield plate.
The solution is to put tape from one end of the LCD to the other at the bottom. My website is my user name nd email is lited there. The problem was there was a little support item sitting underneath which was out of place everytime we put the digitizer back on. My only advice is to keep trying to get the alignment right. But you're going to want to be very careful as if you damage the turtle IC chip in the home button, you can't repair it and that's what I mean when you will lose touchID. That button is paired or programmed specifically to that device's board. Even if you had a genuine button from another device, it will tell you touchID cannot be verified.

While holding the glass up with the suction cup, slide the point of an opening pick into the gap between the glass and body of the iPad. We recommend waiting at least three minutes before reheating the iOpener. Using your fingers, pull the digitizer ribbon cable out of its recess in the aluminum frame. Using your fingers or a pair of tweezers, pull the LCD ribbon cable from its socket on the logic board. The ribbon cable is fragile and may break if it is flexed too much. The digitizer cable is located approximately 2" from the bottom of the iPad. Stop sliding the pick when you get ~2.25" from the bottom of the iPad.
